Mr. Robert Simpson
Freshwater Pulp Company

Subject: Congressional Variance

Dear Bob:

I am sorry to hear that the agencies have soured the investors, but given the recent correspondence from EPA and the State Board, it’s not surprising. As you know, I have been working over there quite a lot on another project, and in talking with residents, there is a great deal of community support for re-opening the mill. Seems that the collective State and Federal agencies should be applauding Freshwater’s efforts to create much needed jobs by re-opening one of the cleanest pulp facilities in the world – zero solid waste, lowest TRS emissions, only chlorine free mill in North America, no effluent toxicity, lowest effluent color, 95% energy self sufficient, and so on. That mill is a model for the industry in overall environmental performance.

It’s hard for me to comprehend that BOD, which is proven to not even be relevant here with respect environmental impacts, is the center of focus for our environmental protection agencies, and is driving decisions and perceptions that have such far-reaching adverse impacts on the community and people.

Your patience and perseverance in doing some good with a billion dollar community asset is more than admirable and I think I speak for many in saying its greatly appreciated.

I remain an optimist that the greater good will somehow prevail and the mill will restart, the vast supply of local wood fiber will again become an important economic resource, and we’ll get back our mill-workers, truck drivers, foresters, and longshoreman - they contribute nothing to Humboldt County when forced to work for K-Mart or McDonalds.

Let me know how I can help.

Sincerely,

CH2MHILL CSig
